Yes, it depends if you do it outside the SEPA Zone and if you pay with a different currency from EURO.
Here you have the commissions that can be charged in each case:

• Purchases in establishments within the Euro Zone with a currency other than the Euro: 1.15%
• Purchases in establishments outside the Euro Zone: 1.50%.
